By this level, the dog should be making most of the decisions as to safety, route, skill involved with each obstacle and speed.  

This is a dog's world and is what would be happening if a dog was running through a forest hunting prey.  A dog is fully capable of making these decisions. 

The human can help, of course, and ensure that the entire course goes smoothly.  Mostly this is achieved with good training, allowing a dog to achieve self-control and decision making abilities. And lastly, a great set up of the course so that it's very clear what should be done.
